§ 24. [Terms and conditions.]

The commission shall establish the terms and conditions for the operation of the retirement system by ordinance, provided, however, that the commission shall not reduce the vested accrued benefit of any member, retired member or beneficiary. Notwithstanding anything herein to the contrary, the commission may adopt by ordinance the provisions of the Reciprocal Retirement Act, P.A. 88 of 1961, as amended.
