§ 23. [Validity.]

If any provision, section, paragraph, sentence, clause, or phrase of this chapter is for any reason found to be invalid or inoperative or shall be held by any court to be unconstitutional, the remainder of the provisions of this chapter shall nevertheless continue in full force and effect.
