§ 4. [Grade of streets.]

The commission shall have authority to establish and alter the grades of streets, alleys, public highways, sidewalks, curbs and public grounds within the city. Whenever a grade shall be established or altered, a record and diagram thereof shall be kept on file in the proper office of the city.
