§ 15. [Continuity of proceedings.]

Wherever in this Charter any reference is made to any action or proceeding which has been taken, unless the context would otherwise imply, it shall be deemed to include any action or proceeding taken by the Village of Birmingham and all provisions of this Charter, except where otherwise expressly or impliedly provided, shall be construed as if this Charter were a general revision of an existing charter and no change had been made from a village to a city form of government.
