§ 6. [Meetings.]

The board shall hold meetings regularly, at least one in each quarter year, and shall designate the time and place thereof. Five members of the board shall constitute a quorum at any meeting of the board. Each voting board member shall be entitled to one vote in the meetings of the board and at least five (5) concurring votes shall be necessary for a decision by the board members at any meeting of the board. The board shall adopt its own rules of procedure and shall keep a record of its proceedings. All meetings of the board shall be public. The board members shall serve without compensation for their services as such.
