§ 3. [Publication of ordinances.]

  • It shall be the duty of the clerk to cause every ordinance, except as hereinafter provided, to be published by printing the same in a newspaper circulating within the city. The clerk shall immediately after such publication enter in the "Ordinance Book," under the record of the ordinance, a certificate under his hand stating the time and fact of such publication. Such certificate shall be prima facie evidence of the due publication of the ordinance.

    The codification of city ordinances need not be published by printing the same in a newspaper circulating within the city. Upon such codification being completed, the city commission shall provide for making copies thereof available for public inspection and for distribution to the public at a reasonable charge therefor. Such printing and making available of the codification shall constitute publication of any such codification, notwithstanding any other provision of this Charter relating to the publication of ordinances. Any such codification may originally include provisions not previously contained in any city ordinance.
